in Civil Engineering, Land Surveying and Municipal/Private
Consulting Services.

Company Profile
CHS Engineers is a Bellevue, Washington based firm offering a full
range of Civil Engineering services including Land Surveying, Municipal
and Development Consulting, and Project Construction Management.
CHS is committed to determining the needs of each individual Client
through the identification of innovative, economically feasible
and environmentally responsible solutions. To support these capabilities,
CHS employs a multi-disciplined group of professionals experienced
in developing and implementing practical solutions to complex engineering
problems. CHS has contributed to civil engineering, land surveying,
and construction projects throughout the western Washington area.
Over the past 13 years, CHS has completed hundreds of projects
for both public and private Clients. We provide a full spectrum
of services including wastewater collection, treatment plant design,
pump station design, water distribution, water treatment, storage
reservoirs, storm water drainage/retention, roadway design, site
surveys, boundary line adjustments, easement acquisition and other
related work.
CHS has led in the design, survey and construction management
of multi-million dollar projects and our efforts have been instrumental
in bringing projects to completion, on-time and on-budget. CHS
Clients include cities, towns, special-purpose districts, private
water purveyors, and land development corporations. In addition
to the breadth of expertise in-house, CHS has established successful
relationships with other consultants (financial, electrical, structural,
geotechnical, odor control) and can assemble a complete team of
professionals to comprehensively address our Clients' needs and
project challenges.
Company History
CHS Engineers was founded in 1992 by Scott Christensen, Tim Harrigan
and Andy Soulé, all professional civil engineers with extensive
experience serving cities, towns and special-purpose districts in
western Washington. Starting with a staff of seven in January 1993,
CHS has grown to a team of 26 engineers, surveyors, inspectors,
technicians and administrative staff. We continue to serve the same
Clients that we started with over a decade ago, and have added numerous
public and private entities to our list of satisfied customers.
Andy Soulé retired in 2001 to move out of state. Tim Harrigan's
retirement in 2004 coincided with bringing Rodney Langer, Evan Henke
and John Nottingham on as Principals with Scott Christensen. In
April of 2005, CHS Engineers merged with The McAdrews Group to broaden
and strengthen the services each company offers. This merger brought
Larry McAndrews on as a fifth Principal. Together the five working
owners of CHS offer over 90 years of combined experience to respond
to the challenges facing our municipal and private Clients.

Scott Christensen, P.E.
Principal

Scott is a native Washingtonian; he graduated from Fife
High School, Green River College, and the University of
Washington.

|
In high school, Scott enjoyed lettering in football and wrestling
and working on cars. During his time at Green River College, Scott
joined the US Navy Seabees and served 2 years during the Vietnam
War. Scott has worked as a consulting engineer his entire career.
Scott and his partners formed CHS Engineers in 1992.
Scott has managed, planned, designed, and provided construction
engineering for municipal Clients in water, storm water and wastewater
projects, including wastewater treatment plants, pump stations
and trenchless technologies. Scott has been involved in a number
of special assignments including: rate and connection charge studies,
wholesale utility contract negotiations, mediation, assumption
strategies, excise tax models, and public presentations.
Scott and his wife Diane enjoy their three children and all their
related activities including church, music, sports and Scotts
1966 K-model Mustang.

Rodney Langer, P.E.
Principal

Rodney was born in Spokane and then lived in Seattle before
the late 60s Boeing decline led the family to move
to the Southwest.

| He was raised in Tucson and was active and held leadership positions
in his church youth group and Boy Scouts, including achieving the
rank of Eagle Scout. He completed his education with a Bachelor
of Science in Civil Engineering (University of Arizona). While in
school Rodney worked as a draftsman for a local civil engineering
firm.
Moving back to Washington in 1992, Rodney went to work for Scott
Christensen and was one of the first employees at CHS. Rodneys
work includes both new and rehabilitation work, including trenchless
technologies. Rodney has over 20 years experience in consulting
firms and 16 years as an engineer. In 2002 Rodney received a Graduate
Certificate in Project Management
When not at the office, Rodney tries to keep up with two active
teenagers and his wife Karen, family boating and an occasional
woodworking project.

Evan Henke, P.E.
Principal

Evan was born and raised in Missoula, Montana where he
was actively involved in 4-H and skiing.
|

| After high school, he moved to Phoenix, AZ., where he attended
Arizona State University. While in school, he worked for the Army
Corps of Engineers performing construction inspection, soils evaluations
and taking concrete samples. He also served as Treasurer, V.P. and
President of the ASCE Student Chapter and he designed and constructed
a concrete canoe for competition with other ASCE chapters. While
in Arizona, Evan found time to get his SCUBA certification, and
to enjoy tubing trips down the Salt River (once in said concrete
canoe).
Evan moved to Washington and joined CHS in early 1993, where
he has worked on numerous municipal projects and several development
projects. Evan and his wife have four sons who are in their twentiesall
of them currently reside outside Washington state. They also have
one granddaughter, and two large dogs. Evan enjoys garage projects,
motorcycles and frequently commutes to work on a Honda ST1100.

John Nottingham, P.E.
Principal

John was born and raised in Eugene, Oregon where he graduated
from Sheldon High School and then joined the US Air Force.

| He served as an F-4 crew chief in Spangdahlem, Germany and a T-38
crew chief in Phoenix, Arizona. After the military, he moved to
Seattle to go to college. He attended Bellevue Community College
and the University of Washington where he graduated with a degree
in Civil Engineering. However, two years prior to graduation he
was selected by the Air Force to join the Palace Acquire Program
where he worked as civilian Civil Engineer at McChord AFB while
finishing his degree.
His decision to switch to the private sector brought John to
CHS Engineers where he works closely with both public and private
Clients on various projects such as water treatment facilities,
storage reservoirs, lift station rehabilitations and comprehensive
planning.
John and his wife enjoy the outdoors and if hes not out
driving his 69 Chevelle convertible, youll probably
find him working on his house and playing with his two small children.

Larry McAndrews, P.E.
Principal

After completing his civil engineering education at Cal
State University, LA, Larry and his wife Sara raised two
sons at their Mercer Island home.
|

|
A veteran of Viet Nam, he took a job with the city of Mercer
Island as their Contract and Code Compliance Official in 1978.
Later, after starting his own firm, he assisted Mercer Island
as their interim City Engineer.
In between, Larry held positions as Battle Grounds City Engineer
and Public Works Director, Director of Engineering for a consulting
firm, and President of the McAndrews Group, Ltd., from 1994 until
April of 2005 when he merged with CHS.
While at TMG, Larry managed Roadway, Drainage and Development
Projects. He also provided litigation expertise to WSDOT and other
municipalities.
An avid fisherman and golfer, Larry fills his spare time on the
backroads of Washington, golfing in the summer and fishing in
the winter.
Maintaining focus on God, family, work and self are high priorities
for Larry. Youll find his faith, leadership and casual sense
a refreshing change.
